Roxel is an Anglo-French company that designs, develops and manufactures solid propellant rocket motors for use in tactical missiles. Its operations are spread across several sites in the UK and France and it has an annual turnover of about £100M and nearly 700 staff.
The UK operations are entirely based at Summerfield, Kidderminster, where we have a vacancy for a permanent Hardware Cell Manager.
The Hardware Department manufactures rocket motors cases through various manufacturing stages in a safe and controlled manner to deliver end product on time, on cost and on quality.
The role holder is responsible for the planning, organising, monitoring and developing of the team to effectively deliver against key targets to meet the needs of the customers in accordance with relevant industry and business critical standards.
The role holder is responsible for the health and safety of employees, contractors and visitors within that area; management of the hardware team, both directly and via the Cell Leader supervision structure ensuring a high performance, motivated team that works in a safe manner and ensuring adequate condition of the buildings and plant and equipment.
ESSENTIAL DUTIES & REPONSIBILITIES
Strategy and Development
Contribute to the creation and implementation of best practice manufacturing; planning vision, strategy, policies, processes and procedures to aid and improve operational performance within the Hardware department.
Technical Responsibilities
- Responsible for ensuring adherence to Health and Safety policy and procedure within the Hardware department including completion of SHE plan returns, attendance (or delegated attendance if appropriate) to SHE committee.
- Responsible for generating required documentation and implementing actions in relation to SHE, COSHH, FERA, Risk Assessments, Manual handling, Environmental risks assessments, PUWER and other relevant SHE standards.
- Responsible for conducting and / or supporting the safety related incident investigations as required.
- Responsible for planning, organising, delegating and monitoring the work of the team in accordance to the master schedule or capacity plan, and producing a local schedule and input planned requirements, setting objectives and targets.
- Monitor and manage performance based on online balance review or from rough cut capacity plan.
- Update key data and measurables to track performance.
- Conduct and support routine work place inspections, audits and flash audits, internal and external, and ensure actions are corrected and rectified.
- Control and management of special and standard local waste in accordance to legislation and company standards and processes.
- Responsible for management of budgets including budget factory expenditure and consumables for Hardware department, working in accordance to procurement processes and documentation.
- Responsible for managing, maintaining, line side and quarantine stores in accordance to regulatory and internal standards and processes.
- Drive continuous improvement activities in conjunction with other relevant departments to improve quality, cycle times, touch times, process improvement, machine availability through lean techniques and value engineering to enhance the capability of existing processes and remove waste.
- Provide technical inputs to bids for new business and facilitate successful outcomes.
- Identify and justify capital investment including equipment, buildings and layouts and the creation of business cases and progression through the CAPEX process.
- Analyse downtime, identify trends and develop solutions.
- Attend various meetings and action/communicate instructions.
- Produce written reports and make presentations.
- Undertake continuous training and development with a drive to for multi-skilling and the avoidance of SPF.
- Continuous improvement, identify business improvement opportunities within the organisation.
- Work collaboratively, negotiate and engage with key stakeholders to facilitate delivery and compliance with the hardware department delivery plan.
- Compliance with Quality and EN9100 standards.
- Support internal and external audits from regulator (e.g. HSE and environmental).
- The role holder will be expected to carry out any other duties that may reasonably be required in line with the main duties outlined above.
People Management
- Manage and lead the team, ensuring adequate staffing levels, managing holiday allowances, recruitment, training, development, appraisal, attendance, disciplinary issues and daily supervision to maximise efficient productivity.
- Motivate and coach the team to operational success.
- Develop the team through the skill matrices, identify gaps and SPFs and manage multi-skilling across processes in operations (e.g. Body Lining and Painting).
- Create and deploy training plans to ensure adequate skill and experience levels to meet requirements.
- Champion and embed the Operations Skill Points pay structure to meet business needs.
- Monitor the completion of tasks and ensure good performance and record on appropriate systems.
- Consistently promote high standards through personal example and roll out through the team so that each member of the team understands the standards and behaviours expected of them.
- Lead the team in new product and process introduction.
- Set department objectives/KPIs and review and assess ongoing performance of direct reports.
- Report on achievement of targets and identify any actions required.
- Ensure that the function operates in accordance with any health, safety and environmental policies and procedures to ensure the safety and wellbeing of staff and visitors.
- Provide technical expertise to the team.
Financial Budget and Control
- Hold responsibility for departmental budget.
- Responsible for achieving budget and forecast.
Qualifications
Essential Qualifications
-
- Relevant manufacturing/engineering degree is preferred, or HND, Btec Professional Level 5 Award or equivalent NVQ Level 5 qualifications.
- Formal Leadership qualification such as ILM.
- Lean manufacturing or six sigma methodology/techniques.
Desirable Qualifications
-
- Membership of an Industry related Professional body would be advantage.
- IOSH or NEBOSH qualification.
Experience
Essential Experience
-
- Significant previous proven experience in managing a Manufacturing department.
- Significant previous proven experience of managing a large team.
- Experience in Manufacturing Engineering in an ISO 9001 environment.
- Experience of operating within a strong H&S Culture.
- IT Literate with experience with Microsoft Word, Excel, and Outlook.
Desirable Experience

- Experience of EN9100 would be an advantage.
- Experience in the Defence Industry would be an advantage.
