ROXEL is an Anglo-French Company formed in February 2003 by the merging of CELERG of France and Royal Ordnance Rocket Motors of the UK.

In 2008, Protac a French leading designer and manufacturer of rocket and missile motors, joined ROXEL.

ROXEL is owned equally by SNPE Matériaux Energétiques and MBDA.
